Services for youth in difficulty
Services for youth in difficulty are offered at your CLSC, in the family’s living environment or in any other place frequented by the young person. They are intended for:
- youth and their families with developmental or behavioural problems or difficulties with social adaptation;
- youth who need appropriate assistance to ensure their safety and development or to prevent them from being compromised.
The objectives are:
- to allow children and their parents who are experiencing personal, relational or family difficulties to get appropriate help to meet their needs;
- to develop or strengthen skills related to fulfilling the parental role;
- to enable children to acquire personal and social skills with a view to integration or social reintegration;
- to reduce the impact of problems on the development of children and their families;
- to prevent the worsening and recurrence of problems that could compromise the child’s development or safety;
- to break isolation and allow the sharing of feelings;
- to provide a place for mutual aid and social support.

Crisis intervention and intensive community follow-up program (PICSIM)
The crisis intervention and intensive community follow-up program (PICSIM) provides rapid family intervention across the various environments of the youth and their family. It’s aimed at youth aged 5 to 17 and their families, without excluding children aged 0 to 4.
By using the crisis as a lever for change, the worker helps keep the youth in their family living environment by offering an alternative to defuse the crisis and reduce the risks of behavioural disorganization or relational breakdown.
The intervention focuses on the adaptive capacities of the youth and their family. More specifically, the interventions aim to:
- resolve the family crisis and the relational deadlock in order to equip the family to prevent other crises;
- avoid removal from the family environment, particularly in emergencies;
- prevent a first report to youth protection or retention, shorten an intervention in youth protection or prevent the recurrence of a situation that compromises the child’s safety or development, notably through closer collaboration between community services and youth protection services;
- develop or strengthen the skills and abilities related to exercising the parental role in resolving various crises;
- enable the youth to adopt appropriate personal and social behaviours with the aim of remaining in their living environment.
If the program does not correspond to the needs of the youth and their family, they are then referred to services adapted to their situation.
L'Équipage (Neglect intervention program)
What is L’Équipage?
- Regular and organized interventions that take into account the material, emotional and social needs of parents and children aged 0 to12 living in a context of neglect
- A place for discussion with other parents, youth workers, members of the education sector and members of the community
- A participatory approach that allows parents to express their point of view, experiences and concerns in a constructive exchange with one or more professionals
Program objectives
- Develop parenting skills and respond to the developmental needs of children.
- Reduce parental stress.
- Promote the social integration of families.
- Improve children’s psychological and social adjustment in all areas of their lives.
Program components

- Direct interventions with the child following an assessment of their needs (e.g., activities at the Maison de la famille, daycare centre (CPE), speech therapy, etc.)
- Professional follow-up with the family (e.g., parent-child meetings with the support worker)
- Collective actions with parents (L’EnTrain group activities)
- Individual assistance for parents (e.g., services related to addiction, mental health, etc.)
- Collective activities with the family (e.g., activities within community organizations, etc.)
Parents and children who can participate in this program are already receiving services from a social worker from the CISSS du Bas-Saint-Laurent.
